What We Do...
Our service offer is tailored to each of our Clients depending on the needs and objectives of a particular project brief. We like to understand the Clients business from the outset of a project and will spend time to understand the mechanics and the drivers of their project team members.

+ Development Management
Development Management includes site finding and acquisition services incorporating due diligence requirements. Through our network of contacts we actively look to introduce parties with inclusive/common requirements.
Our close ties with local and national Architects means we are able to offer an integrated team approach to master planning including project management and high level cost budgeting at the earliest stages of a projects development.
+ Cost Management
We offer a full Cost Management (CM) service, pre and post contract, retaining the traditional skills of a Quantity Surveyor with a more commercial approach to budgeting and cost control. Unlike many of our competitors we are also able to offer production of Bills of Quantities in house if required. We use our own bespoke cost control procedures, these can be tailored to meet a Clients own reporting requirements, saving them time on re-working figures for their internal reports and appraisal documents.
We are able to offer very early benchmarking advice on potential projects, these can be undertaken quickly to meet a Clients moving priorities and deadlines. We like to maintain a ‘partnership’ approach with Clients, which means they can rely on our advice without question and quickly establish a projects viability.
As a standard part of our CM we include regular review of cost risks on a project and will establish a cost Risk Register as part of our standard reporting procedures. This can be expanded into a full Project Risk Register as an additional service.
+ Project Management

Delivering construction contracts can be complicated but we don’t believe its rocket science. We carry out our project management service in a logical, common sense and effective way.
We believe that the project team (Client, Consultants and Contractors) will perform to the best of their abilities if they do what they are good at.
At the outset of a project we ensure the project team focus on the ‘what if’ as well as the end goals, ensuring risk management of the standard variables of time, cost and quality.
In addition to this our PM service incorporates a review of additional variables early in a projects life, these include; market forces, legislation, building control and competition.
Appointment of competent Contractors with adequate resources is a key part of project success and therefore our procurement advice takes into account current market conditions.
+ Employer’s Agent
Provision of a specific service that encapsulates both cost and project management advice in a single Employer’s Agent role. This can often be a cost effective service for a Client looking to have a single point of responsibility. This service is tailored to meet a Clients requirements and expectations.
+ Health & Safety (CDMC)
Hallam Read can offer a CDM Co-ordinator service to all Clients under The Construction (Design & Management) Regulations 2007. This function includes; the reviewing of drawings provided by all the design team; commenting upon any health and safety issues; producing (from information provided by the Client and design team) the pre-construction information; reviewing the Principal Contractors construction phase plan and ensuring that the health and safety file is produced at the completion of the works.
We are also able to offer Work Place Health & Safety advice/reviews.
+ Contractors Commercial Support
Our Director, Andy Hallam, has over twenty years experience working for various blue chip contractors, finally holding a Regional Commercial Directors role before forming Hallam Read. Thereafter as part of our key services we offer contractors commercial support, this includes tendering, subcontract procurement and on site representation. We tailor this role dependent on the contractors size and company profile. We can offer full representation, managing the project from conception to completion or alternatively supply the builders quantities, for material and subcontract orders.
As part of our onsite service we prepare internal and external valuations including agreement of any proposed changes whilst also managing the Clients expectations with regards to potential further costs.
We also offer contractual advice on proposed agreements and in the event of a dispute can prepare and defend claims.
+ Bank Monitoring
Due to the recent economic climate this service has become a key service provision.
Having acted for several banking and funding institutions our service provision can vary from simple project reviews to full project monitoring duties.
In line with our company values this work is carried out by a project director and is not viewed as a ‘juniors’ role, this ensures our experience of cost and project management is encapsulated in all bank monitoring duties.
+ Disputes
Everyone knows construction disputes can be expensive, draining and time consuming. They are also largely avoidable with good management from all team members. On the occasion that a dispute occurs, we can provide the knowledge and understanding of construction and contracts.
Of course we work closely with Clients and project teams at the outset to avoid risk and therefore disputes, but if they do occur we can provide a service to ensure that the interests of our Clients are protected.
Where disputes arise we can provide resolution solutions to minimise the impact and enable a project to continue successfully.
